Plea in SC seeks direction Parliament building's inauguration by President

A Public Interest Litigation (PIL) has been filed in Supreme Court (SC) today seeking a direction that the new Parliament building should be inaugurated by the President of India Droupadi Murmu on May 28.

The petition filed by advocate C.R. Jaya Sukin said that the Lok Sabha Secretariat violated the Constitution by not inviting the President for the inauguration. The Petition said the statement issued by the Lok Sabha Secretariat on May 18, and invites issued by the Secretary General, Lok Sabha, about the inauguration of the new Parliament building, is in violation of the Indian Constitution. The petitioner refers to Article 79 of the Constitution which says that Parliament consists of the President and the two houses. It is pointed out that the President, the first citizen of the nation, has the power to summon and prorogue the Parliament sessions. It is the President who appoints the Prime Minister and other Ministers and all executive actions are taken in the name of the President. 

The plea stated that the President is authorised to appoint constitutional functionaries such as governors, judges of both Supreme Court and high court, Comptroller and Auditor General of India, chairman and manager of Union Public Service Commissioner, Chief Election Commissioner, financial commissioner, and other election commissioners. The petition argued that the Central government did not invite the President to the inauguration ceremony, which was ‘inappropriate’. A total of 20 opposition parties, including the Congress, TMC, AAP, AIMIM and JD(U), said that they will boycott the inauguration ceremony, slated to be held on May 28.
