Both Lok Sabha (LS) and Rajya Sabha (RS) were adjourned sine die bringing an end to the Monsoon Session.
In his concluding remarks, Speaker Om Birla said during the Monsoon Session the House functioned for 39 hours and witnessed the passage of important bills, including The Digital Personal Data Protection Bill, 2023 and The Government of National Capital Territory of Delhi (Amendment) Bill, 2023. The no-confidence motion brought by Congress was also a highlight of the session. The motion was defeated by a voice vote. LS witnessed repeated disruptions since the session began on July 20 due to protest over the violence in Manipur by opposition members. Speaker Om Birla expressed gratitude for cooperation in the proceedings and expressed gratitude to PM Narendra Modi and the leaders of all the parties and MPs. PM Modi and several ministers, including Defence Minister Rajnath Singh and Home Minister Amit Shah, were present in the House at the time of adjournment. Speaker Om Birla announced the adjournment of the House after his customary valedictory speech.
In the Rajya Sabha, Aam Aadmi Party MP Raghav Chadha was suspended for ‘gross violation of rule, misconduct, defiant attitude and contemptuous conduct’, pending a report by the privileges committee. The Upper House also voted to return the Central Goods and Services Tax (Amendment) Bill, 2023 and the Integrated Good and Service Tax (Amendment) Bill, 2023, without any debate or discussion. Leader of the House Piyush Goyal congratulated Chairman Jagdeep Dhankhar for completing one year as the Vice President of India. The house also bid farewell to five members, including BJP leader Jugalsinh Lokhandwala. Chairman Jagdeep Dhankhar, after his customary address, adjourned the House sine die.
