Analyst's Notes

GAIL India Ltd: Q3FY25 Results - 13 Feb 2025

The weak results were primarily due to a decline in the gas marketing segment, as higher spot prices impacted its margins.

Segmental highlights-

  • Gas Marketing:

    • Volumes grew by 5% YoY.

    • For 9M FY25 GAIL has earned a marketing margin of Rs. 6,128 crores includes Rs. 2,440 crores that is one-off with respect to settlement of arbitration case with Securing Energy for Europe GmbH (SEFE). 

    • GAIL’s marketing segment earned Rs. 417 crores (vs. avg Rs. 1000 Cr+), this was impacted by three key factors:

      • The fall in crude oil prices affected earnings because GAIL sources gas based on a 9-month average price but sells it based on a 3-month average price. As crude prices declined, GAIL’s selling price adjusted downward more quickly than its procurement cost.

      • During the quarter, Henry Hub (HH) gas prices were slightly higher than in the previous quarter. Since GAIL’s margins on sales linked to crude oil and HH prices remain unhedged, this impacted profitability.

      • GAIL typically signs contracts for slightly more volume than it sources to account for demand fluctuations. In Q3, higher-than-expected demand led the company to purchase spot cargoes, which were more expensive than its contracted gas, further affecting margins.

    • To address supply shortages, GAIL has secured 0.75 MMTPA of gas starting from April at a favourable price. Additionally, from FY26 onwards, the company has signed contracts for 1.53 MMTPA.

  • Gas Transmission:

    • Volumes grew by 4% YoY.

    • In this quarter earned a revenue of Rs.2,754 crores (+7% YoY). EBIT margin for the quarter stood at 50% which is 300 basis points improvement.

    • GAIL has submitted a request to the Petroleum and Natural Gas Regulatory Board (PNGRB) to revise its transmission tariff from the current Rs. 58.6 per MMBTU to Rs. 78 per MMBTU.

  • City gas distributions:

    • GAIL holds direct authorizations for six Geographical Areas (GAs) and operates 195 CNG stations along with 353,000 Domestic Piped Natural Gas (DPNG) connections. 

    • During the quarter ~5,000 new DPNG connections were added.

    • Over the next two years, GAIL plans to add 80 new CNG stations and ~120,000 new DPNG connections.

  • Petrochemicals:

    • The Pata Petrochemical plant reported losses this quarter due to higher Henry Hub gas prices. However, GAIL expects gas prices to soften, leading to improved profitability in the next financial year.

    • The upcoming PDH/PP plant is not LNG or gas-based; it will operate on propane.To ensure stable supply, GAIL has already secured a long-term propane contract for 15 years.

Other highlights

  • Company has incurred a capex of Rs. 2,122 crores in Q3 FY25. It has plans to do capex of Rs. 10,100 crores in FY25 and Rs. 8,480 crores in FY26.

  • Company has declared 2nd interim dividend of Rs.6.5/share.

GAIL (India) Ltd. was incorporated in August 1984 as a Central Public Sector Undertaking under the Ministry of Petroleum & Natural Gas. Its headquarters is located in New Delhi. GAIL is largest state-owned natural gas processing and Distribution Company in India. The company operate under various segments which includes Natural gas transmission, Liquid Petroleum Gas (LPG) transmission, Natural Gas marketing, Petrochemicals, LPG and other liquid hydrocarbons, City Gas Distribution. 

What is business model?

GAIL procures gas from domestic sources, Regasified Liquefied Natural Gas (RLNG), which is imported, and additional supplies from the spot market. This gas is then supplied to various sectors, including fertilizers, power, City Gas Distribution (CGD), overseas markets, and others

GAIL operates across various business segments, with the majority of its revenue (~90% in FY24) derived from Natural Gas Marketing, Natural Gas Transmission, and City Gas Distribution.

  • Natural Gas marketing: In this segment, the company procures gas from both domestic and imported sources. Domestically, most of the gas is sourced from ONGC, the Ravva Oil and Gas fields located off the coast of Andhra Pradesh, and Reliance Industries Ltd. This gas is then supplied to various sectors, including fertilizers, power, CGD, overseas markets, and others. For imported gas, GAIL has long-term contracts with countries such as Qatar, Russia, the UAE, the USA, and Australia, ensuring a reliable supply.

  • Natural Gas Transmission: GAIL's pipeline infrastructure transports gas from domestic sources and imported Regasified Liquefied Natural Gas (RLNG) terminals to end consumers. The company earns revenue through transmission tariffs, which are regulated by the Petroleum and Natural Gas Regulatory Board (PNGRB). These tariffs are determined based on factors such as transmission distance and the volume of gas transported. As of FY24, GAIL's pipeline network spans 16,243 km, with over 5,243 km of pipeline added between FY19 and FY24, registering a CAGR of ~6%.

  • City Gas Distribution: This segment involves the distribution of natural gas to households, industries, commercial establishments, and vehicles.

    • Piped Natural Gas (PNG): Supplied to industries and households.

    • Compressed Natural Gas (CNG): Used for vehicles.

GAIL has a presence in 72 Geographical Areas (GAs), with 2,770 CNG stations and approximately 83, 40,000 domestic PNG connections.

How has been the divisional performance?

Overall revenue grew at a CAGR of ~12% between FY19 and FY24. Within segments:

Natural Gas marketing revenue grew at a CAGR of ~12% between FY19 and FY24, while maintaining an average EBIT margin of ~4%. This segment was the largest contributor, accounting for nearly 75% of total revenue in FY24 and 48% of EBIT.

 

Natural Gas Transmission revenue grew at a CAGR of ~12% between FY19 and FY24, while maintaining an average EBIT margin of >40%. This segment contributed approximately 7% to the total revenue in FY24 and accounted for 35% of EBIT.

City Gas Distribution revenue grew at a CAGR of ~63% between FY19 and FY24, while maintaining an EBIT margin between 8%-10%.The segment contributed only around 8% to total revenue in FY24 and accounted for just 4% of EBIT.

These three segments contribute nearly 90% of the company’s rest 10% is contributed by LPG, Liquid hydrocarbons, Petro-chemicals. 

What are the growth plans of the company?

The company plans to incur a capital expenditure of Rs. 10,100 crores by the end of FY25 across various business segments, with an additional Rs. 8,480 crores planned for FY26. Below is the breakdown of the capex allocation for each segment.

 

What is the return profile (RoCE) of each business?

  • The Natural Gas Marketing segment is highly volatile as it is directly linked to gas prices, but it doesn’t require additional capital it uses the infrastructure of the transmission business.

  • The Natural Gas Transmission business is stable, but it requires significant capital expenditure to develop the necessary infrastructure. However, GAIL receives a regulated RoCE of 12%, as determined by the PNGRB.
  • The City Gas Distribution (CGD) business is also steady, but it operates with low margins and low capital employed.

  • In others segments majority of the revenue comes from the petrochemicals segments in which margins keep on fluctuating, with new plant operationalizing it will reduce this volatility.

How does the company allocate its profit? What is GAIL’s dividend pay-out policy?

As per the guidelines issued by the Department of Investment and Public Asset Management (DIPAM) every CPSE would pay a minimum annual dividend of 30% of PAT or 5% of the net-worth, whichever is higher. GAIL is consistently paying dividend and has a yield of 4% on CMP.

Key Highlight –

·         Capex incurred of 2311 Cr in Q3FY23, while 9MFY23 at 6278 Cr of 3648 Cr towards pipeline.

 

Management Outlook –

·         Management expects that pipelines are now up for tariff revision, should help in margins.

·         Management guided on 1,000-1,200 Cr benefit in LHC segment if the Kirit Parikh committee recommendations are approved, which would reduce gas cost .

·         Management expects 50,000 MTPA Isopropanol unit at Usar to be completed by Mar’25.

GAIL (India) Ltd. was incorporated in August 1984 as a Central Public Sector Undertaking (PSU) under the Ministry of Petroleum & Natural Gas (MoP&NG). It is the largest state-owned natural gas processing and distribution company in India. It is headquartered in New Delhi. The company was initially given the responsibility of construction, operation & maintenance of the Hazira - Vijaypur -Jagdishpur (HVJ) pipeline Project. It was one of the largest cross-country natural gas pipeline projects in the world.

The Company's segments include Transmission services, which includes natural gas and liquid petroleum gas (LPG); Natural Gas Trading; Petrochemicals; LPG and other Liquid Hydrocarbons; City Gas Distribution, and Other Segments, which includes GAIL TEL, exploration and production (E&P), City Gas and Power Generation. The Company is engaged in activities, including transportation through pipeline; manufacture of basic chemicals, fertilizer and nitrogen compounds, plastics and synthetic rubber in primary forms; extraction of crude petroleum; extraction of natural gas, and electric power generation, transmission and distribution.

  • 1987 - HVJ (Hazira - Vijaipur - Jagdishpur) Natural Gas pipeline commissioned. 
  • 1989 - First Year of profit registered.  
  • 1990 - LPG Plant Phase - I at Vijaipur commissioned.  
  • 1992 - Gas Marketing functions transferred to GAIL.  
  • 1993 - Maiden dividend of Rs. 20 Crores paid to its shareholders.  
  • 1994 - First JV Mahanagar Gas Limited formed with British Gas incorporated to implement Mumbai City Gas Distribution project.  
  • 1995 - Propane recovery plants at Vijaipur commissioned.  
  • 1996 - GAIL listed in NSE, BSE and DSE.  
  • 1997 - Government of India granted Navratna status to GAIL.  
  • 1998 - Indraprastha Gas Limited (IGL) incorporated for supply of gas to household sector, transport sector & commercial consumers in Delhi.  
  • 1999 - LPG plants at Usar and Lakwa commissioned.  
  • 1999 - Uttar Pradesh Petrochemical Complex (UPPC) at Pata commissioned with a design capacity of 3 lacs TPA of Ethylene to produce 2. 60 lacs TPA of HDPE & LLDPE.
  • 2000 - LPG plant at Pata with a design capacity of 2.58 lacs TPA of LPG commissioned.  
  • 2000 - Participated in under NELP- I and 2 blocks awarded.  
  • 2001 - Jamnagar-Loni LPG Pipeline Project, world’s longest and India's first Cross-Country LPG 1269 km long pipeline commissioned.  
  • 2001 - LPG plant at Gandhar commissioned. 
  • 2002 - GAIL picks up 12% equity stake in GSEGs 156MW power project in Gujarat.  
  • 2003 - GAIL has an initial success in the form of significant gas find in the block A-1 in Myanmar and discovery of Oil and Gas in the Cambay Block.  
  • 2003 - Bhagyanagar Gas Limited, a joint venture of GAIL and HPCL, incorporated in August 2003, in the field of distribution and marketing of Auto LPG, CNG for vehicles and retailing of natural gas in cities of Andhra Pradesh.  
  • 2003 - Vizag- Secunderabad LPG pipeline, the 580 km pipeline with a maximum throughput of 1.16 MMPTPA completed.  
  • 2003 - GAIL successfully secures participation in 2 retail gas companies in Egypt, Fayum Gas Company and Shell CNG.  
  • 2004 - Dahej - Vijaipur natural gas pipeline commissioned.  
  • 2004 - A wholly-owned subsidiary company GAIL Global (Singapore) Pte Ltd formed in Singapore.

  • 2004 - GAIL acquired 15% equity stake in NatGas, Egypt. 
  • 2005 - Inauguration of the National Gas Management Centre (NGMC) of GAIL at NOIDA.  
  • 2006 - GAIL brings India’s first spot LNG cargo at Dahej.  
  • 2006 - GAIL consortium wins 3 CBM blocks in III round of bidding.  
  • 2007 - MoP&NG authorization for 5 new major pipelines received.  
  • 2007 - Brahmaputra Cracker and Polymer Limited, a Joint Venture Company led by GAIL, formed for implementing Assam Gas Cracker Project.  
  • 2007 - GAIL forms a Joint Venture Company (JVC) with China Gas Global Energy Holdings Limited.  
  • 2007 - Expansion of Petrochemical Plant at Pata for increasing capacity from 310,000 TPA LLDPE/HDPE to 410,000 TPA completed.  
  • 2008 - Dahej - Panvel- Dabhol pipeline commissioned.  
  • 2008 - GAIL Gas Limited incorporated for CGD.  
  •  2008 - GAIL Gas limited wins the rights for rolling out city gas distribution projects in Meerut, Sonepat, Dewas and Kota.  
  • 2009 - GAIL gets SCOPE Meritorious Award for Corporate Governance for the year 2007-08.  
  • 2010 - Representative Office in Egypt opened.  
  • 2010 - GAIL ranked no.1 company among gas utilities in Asia in the Platts Global Ranking.
  • 2011 - Shri S. Jaipal Reddy dedicated GAIL’s Chainsa - Sultanpur – Neemrana pipeline to the Nation.
  • 2011 - GAIL Gas Limited and Vadodara Mahanagar Sewa Sadan set up Joint Venture for City Gas Distribution.
  • 2011 - GAIL (India) Limited was conferred the 'Managing India Award' for the 'Outstanding PSU of the Year' by All India Management Association. GAIL is the first PSU to be conferred this award.
  • 2012 - GAIL conferred MoU Excellence Award for the year 2009-10 for Best Performing CPSE in the Petroleum Sector consecutively for second year- GAIL has been ranked World’s No. 1 in Downstream Operations in Platts Global Energy Awards- GAIL’s 2200 km Dahej-Vijaipur-Dadri-Bawana-Nangal-Bhatinda cross-country pipeline inaugurated by Prime Minister- GSPA signed between GAIL and TurkrnenGaz for Turkmenistan-Afghanistan-Pakistan-India (TAPI) Gas Pipeline Project. 
  • 2012 - GAIL signed GSPA for purchase of gas from Turkmenistan.
  • 2014 - The 22-storey GAIL Jubilee Tower has been designed as per LEED-Platinum Green Building norms. The building has its own captive power generation plant using gas engine generators and the waste heat recovered is used to run the Air Conditioning system. A 30 KW solar power plant has been installed for area lighting. Its electricity load will be 40% less than other similar high-rises. The building is equipped with high performance glass with insulation on walls, occupancy and lux level sensors.
  • 2015 -  Inauguration of construction work of Jagdishpur - Haldia natural gas pipeline Phase 1.
  • 2016 -  BCPL Petrochemical Complex commissioned. 
  • 2016 - Varanasi City Gas Distribution Project.
  • 2017 - Launch of CGD Projects in Cuttack and Bhubaneswar.
  • 2017 - Inauguration of Bengaluru City Gas Distribution Project.
  • 2017 - Inauguration of PNG supply in Bhubaneswar.
  • 2017 - Inauguration of CNG stations in Bhubaneswar.
  • 2018 -  GAIL’s first Chartered LNG Vessel carrying long term US LNG arrives at Dabhol.
  • 2018 - Inauguration of CNG Stations in Cuttack. 
  • 2018 - 1st LNG cargo under long term contract with Russia arrives at Dahej.
  • 2018 - Commencement of work for Talcher Fertilizers.
  • 2019 - Dedication of Phase I of Pradhan Mantri Uurja Ganga Pipeline and Inauguration of Patna CGD.
  • 2019 - Inauguration of Ranchi CGD.

  • 2020 - GAIL (India) and Carbon Clean Solutions have signed a Memorandum of Understanding for exploring project development opportunities in Compressed Biogas value chain in India.  
  • 2020 - GAIL (India) has inked Memorandum of Understanding with police department for constructing a new Bharosa Centre at Medchal-Malkajgiri in Telangana, as part of corporate social responsibility activities.
